A person operating at Level 7 with integrity contributes more genuine value than someone at Level 1 who has exceeded their actual capacity and is causing harm through overreach. Movement between levels is through demonstrated responsibility and peer recognition. No single authority controls advancement. Moving to a narrower scope is not failure. It may be chosen depth, honest reassessment, or simply life circumstances. The system does not punish honesty.
